One thing we must appreciate in this world is that, we are different, at different stages of our development and so have different needs and questions we are asking. Climate change may not be the most important question in many societies until their basic needs are met. It doesn't make them uncivilized, it's just that they are late to the discussion and will only get there in their time.

So, maybe the fastest way to bring some societies into the climate change debate might be to sincerely support them in their journey to economic prosperity or get out of their way as they try to achieve it. Everyone knows what they want; that is why the technologies developed by the Europeans in the industrial revolution to meet their most important needs were not solar panels, but things to meet their most important needs at that time of food, clothing and other immediate needs. Conservationism did not become a thing until after the middle class revolution in the west when most people have their immediate and basic needs met.

So, please let everyone grow at their pace.
